If the board doesn’t run the programs, who does? Chapter 5 answers: a coherent staff structure, led by a clearly authorized head of staff, does the work of ministry far better than a scattered array of committees. I suggest that decisions about worship, education, pastoral care, and administration belong where they can be made in real time, by people who see the whole picture. That doesn’t sideline lay leaders; it frees them to serve on ministry teams where they can actually shape the work, rather than debating details someone else must carry out. The chapter offers a vision of ministry that is more nimble, more accountable, and ultimately more joyful.
